Then a measurement bug: the agent set UCI_Elo: 800 for Stockfish, but recent Stockfish versions enforce a minimum UCI_Elo around 1300-1350 (the exact floor depends on version and build) and silently clamp values below it. The “5.5/10 vs Stockfish 800” result was actually against a much stronger opponent. After correcting the configuration (verified by inspecting Stockfish’s uci option output), a preliminary 100-game tournament vs Stockfish 1320 confirmed the engine was in the ~1280 Elo range.
